Information Technology Manager (Special Project – Software & API Engineering) (26270239)

We are seeking a hands-on engineering leader to design, build, and operate scalable applications and APIs. You will own the SDLC, integration architecture, and delivery, translating business needs into robust, secure services and data flows.

Responsibilities:

Lead end-to-end design and development of services and APIs (REST/GraphQL), using contract-first design (OpenAPI/Swagger), versioning, idempotency, pagination, etc;
Implement API security and governance: OAuth2/OIDC, JWT, rate limiting, throttling, quotas, and observability;
Analyze legacy systems, map and document interfaces, and modernize integrations using sync/async patterns, event-driven design, and ETL where appropriate;
Write and review production-quality code in PHP, Java, and/or Node.js; design schemas and optimize SQL; build reliable ETL/data integration pipelines;
Establish CI/CD pipelines, containerized deployments;
Define and maintain testing strategy and schedules: unit, integration, contract (consumer/provider), API/performance tests; ensure stable non-prod environments;
Oversee vendors and SaaS integrations with clear API standards, SLAs, and acceptance criteria;
Create developer and user documentation, runbooks, and training to drive adoption and maintainability;
Provide expert technical support to minimize operational disruptions and lead critical incident resolution; and
Undertake additional software and integration projects as required.

Requirements:

Bachelor’s degree in computer science, information technology, or related field;
At least 8 years in software engineering and systems integration; proven experience leading teams or complex deliveries;
Strong coding proficiency in two or more: PHP, Java, Node.js; expert SQL design and performance tuning;
Deep experience designing, building, and operating APIs: REST/GraphQL, OpenAPI/Swagger, OAuth2/OIDC, JWT, webhooks, and versioning;
CI/CD and DevOps practices with Git, pipelines (GitHub Actions/GitLab/Jenkins);
Testing proficiency: unit/integration/contract tests and API/performance tools (e.g., JUnit, PHPUnit, Jest, Postman/Newman, Pact, JMeter/k6);
Strong analytical and debugging skills for complex distributed systems;
Excellent communication and collaboration with cross-functional stakeholders; higher-education systems experience (e.g., SIS, LMS, ERP/IdM/SSO) is highly desirable; and
Hands-on AI/ML experience is an advantage.

Candidates with less experience or lower qualifications will be considered for the position of Senior System Analyst.

Shortlisted candidates will be invited to sit for a written test.

The initial appointment will be offered on a fixed-term contract for two and a half years.

Salary will be commensurate with qualifications and experience.
