The COFA READY project aims to advance U.S. commitments to its Compact of Free Association (COFA) partner nations by strengthening disaster preparedness, response, recovery, and reconstruction readiness across the Federated States of Micronesia (FSM), the Republic of the Marshall Islands (RMI), and the Republic of Palau (ROP). The project supports resilient infrastructure investments, enhances disaster management systems, and strengthens the capacity of communities and government institutions to prepare for, respond to, and recover from natural hazards and climate-related risks. 

In FSM, IOM is seeking to recruit two Field Engineer Consultants to support the implementation of READY project infrastructure activities under Component 2 (Recovery Readiness). These activities include the assessment, design, rehabilitation, and upgrading of emergency evacuation centers, as well as the establishment of containerized emergency warehouses to support the decentralized prepositioning, storage, and management of emergency relief supplies.

Under the overall supervision of the Head of Engineering Unit and the direct supervision of the Programme Manager/Programme Coordinator (READY FSM), the two Field Engineers will support the planning, design, coordination, implementation, monitoring, quality assurance, and handover of evacuation center upgrades and other infrastructure interventions undertaken through Component 2 of the READY project in FSM. The consultants will work closely with government counterparts, contractors, and local stakeholders to ensure that all work is completed in accordance with project specifications, applicable standards, and disaster resilient engineering principles.
