Summary

Under minimal supervision, performs highly responsible work in coordinating and carrying out responsibilities involving assigned causes of action while maintaining poise, confidentiality, organization and efficiency in a fast-paced, demanding working environment. Deputy Court Clerk performs the more difficult aspects of the duties outlined for the Deputy Court Clerk position at a level requiring less direct supervision. Responsible for providing all County Courts-at-Law for criminal misdemeanors, Auxiliary Jail Court, and all specialty courts with case files and documents; makes independent decisions, maintains dockets; prepares correspondence; prepares official documents; coordinates court appearances for cases with an out of county bond; administers oaths; receives Notices of Appeals to be submitted to the 4th Court of Appeals, performs data entry; assists the public and acts as a liaison between the departments, courts, other agencies and public; maintains files; makes certified copies; and performs related duties as required.

Description

Duties and Responsibilities:

Serves as contact liaison on a daily basis between the County Court at Law Judge, County Court at Law staff, District Attorney’s Office and other county departments and agencies for court documents filed in the County Clerk’s Office, information and case status in criminal division docket related matters.
Responsible for preparing, filing, arranging and maintaining all case files that have been assigned to a specific court and judge and may be required to substitute and assist in other courts with minimal guidance as needed.
Responsible for receiving and filing all court documents; receiving all exhibits at the conclusion of the proceeding; issuing all process; and performing all other duties imposed on the County Clerk’s Office by law.
Maintains hearing, jury and non-jury trial daily dockets both in person and virtual for criminal statutory county courts and any associated specialty courts; and assists the judge in the jury selection process and maintains jury records, records excuses, and jury strikes.
Files cases in accordance with the statewide eFiling Rules for Criminal Cases as adopted by the Supreme Court of Texas and records case activity in the County’s Case Management System.
Reviews all orders signed by the Judge to determine what further action, if any, is required by the County Clerk’s Office and completes said action.
Ensure proper notification of statute-mandated court documents regarding cases to internal and external departments with the highest level of confidentiality and promptness.
Facilitates prompt and precise correspondence with Bexar County Jail regarding cases when a bond amount or type of bond has changed, outcome of a court proceeding, and/or a dismissal of a case; Effectively ensuring the timely release of an inmate daily and with high importance; Follows procedures to ensure that defendants are released from jail in a timely manner and that case information and dispositions are accurately updated.
Processes and maintains correspondence with Pre-Trial Services and the Court regarding reports and updates on cases by determining the importance and prioritizing proper tracking.
Responsible for updating the County’s Case Management System on a daily basis when court documents (probation conditions, probation terminations, extensions, etc.) are received from Adult Probation and coordinating the removal of devises with the Department of Public Safety, if required.
Prepares and issues court documents which may include court orders, court directives, GPS conditions, court transfers, bond forfeitures according to statues rule or court orders, judgments, warrants, subpoenas, requests for Abstracts of Judgment and Writs of Execution and Possession, court ordered personal service on delinquent estates or requests for psychiatric examinations.
Reviews Orders signed by judge to determine further action required and follows through on action.
Scans in Orders, Judgments, and all court documents into the File360 system and/or the County’s Case Management System to ensure that all court documents are viewable and retrievable by all court staff and other Bexar County entities.
May perform accounting related duties such as calculating judgment amounts, court costs, preparing cash bond refunds, issuing writs of execution and abstracts of judgment.
May process attorney vouchers signed by the Judge for payment of attorney fees to Bexar County Auditor’s Office electronically.
Corresponds directly with Specialty Court officers with referrals, acceptances, or denials in the program.
Supplies information, when appropriate, regarding case status and dispositions, trial dates, court procedures and jurisdiction.
Administers oaths and takes proofs for parties involved in individual cases.
Coordinates the appearance of parties for cases scheduled on the daily docket.
Reviews, accepts, and prepares Notices of Appeals to be submitted to the 4th Court of Appeals. Including preparing the Certificate of Appeal and notifying appropriate parties in a timely manner to abide by the Texas Rules of Appellate Procedures.
Performs data entry and computer research of individual case, court date and dismissal or appeal information.
Acts as custodian of record and maintains case file confidentiality; coordinates files going to off-site Records Center.
Receives, manages and secures mental health commitments.
Required to submit critical daily events to the court, state agencies and other departments within and outside of Bexar County.
Responsible for accurate data entry to ensure reporting is accurate to state and local agencies, including but not limited to: Office of Court Administration (OCA), Texas Department of Public Safety, Texas Department of Criminal Justice, and the National Instant Criminal Background Check System (NICS).
Conducts review of court documents, motions, and proposed orders submitted electronically and in person to ensure all local and statutory requirements are met before accepting and submitting to the County Court at Law Judge for consideration.
Detailed reading and comprehension of a multitude of legal instruments while determining future action and expediting those that are time sensitive.
Makes certified copies of court documents to be provided to the defendant who has been granted a non-disclosure.
Provide attorneys and defendants with copies of indictments or information upon demand to abide by CCP Art. 25.04.
Answers questions in person and by telephone regarding court procedures. Responds to emails regarding case file information.
May assist with training coworkers in court operations, procedures and policies.
Performs all other job-related duties as assigned.

Minimum Qualifications:

High School or General Education Development (GED) certificate, and three (3) years judicial system experience; or an equivalent combination of education and experience
Good knowledge of criminal courtroom procedures; good knowledge of basic legal terminology; good knowledge of alphabetic and numeric file maintenance
Knowledge of the Texas Code of Criminal Procedures; basic knowledge of criminal courtroom procedures; and good knowledge of basic legal terminology and court judgments.
Be able to learn and navigate electronic filing systems/ensuring that court documents are sent to proper queues
Ability to oversee multiple tasks simultaneously
Ability to communicate effectively, both verbally and in writing; ability to accurately enter data; ability to perform basic mathematical calculations; ability to operate personal computer, typewriter and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, attorneys and the general public
Must secure and maintain a favorable background investigation and clearance
Must clear a pre-employment physical and a pre-employment drug screen test
Must be bondable.
May be required to work more than 40 hours during the workweek
