Organizational Context and Scope
With support from the United States Government’s (USG) Department of State Bureau of Population, Refugees, and Migration, IOM has developed Community Stabilisation (CS) interventions in multiple countries in the West and Central Africa region. These linked large-scale initiatives seek to address under-development, social cohesion, stabilisation, and public service access challenges in post-conflict and transitioning countries with complex migration and displacement dynamics. To enhance social stability and improve access to essential services and community infrastructure, IOM will utilise an evidence-based, participatory, and area-based programming approach supported by data, analysis, and community-based planning to deliver tangible benefits to local communities in support of government.
To ensure the successful launch and implementation of these initiatives, in support of Country Offices (COs), the IOM Regional Office (RO) and its Department of Humanitarian Response and Recovery (DHRR), the Regional Thematic Unit (RTU) will provide strategic oversight, coordination, and technical support, work closely with the CO to provide programmatic guidance, quality assurance, and operational backstopping, and ensure that interventions are aligned with IOM standards, donor requirements, and best practices.
Based in the IOM RO for West and Central Africa in Dakar, Senegal, under the overall supervision of the Regional Director (RD) for West and Central Africa and the direct supervision of the DHRR Regional Thematic Specialist (RTS), and in close coordination with IOM Headquarters (HQ) and IOM Global Office (GO) in Washington, DC, the Regional Community Stabilisation Officer will be responsible and accountable for monitoring and supporting the implementation and coordination of community stabilisation programming, providing technical guidance for regional coherence in methodology, implementation approach and reporting, offer technical support to IOM COs on the application of community stabilisation principles and provide recommendations to improve regional coherence, and collect, collate, and disseminate lessons learned across IOM’s community stabilisation community of practice.
