PURPOSE OF CONSULTANCY

Background
The Pan American Health Organization World Health Organization Office for Barbados and the Eastern Caribbean Countries is supporting implementation of a regional Pandemic Fund project from January 2025 through March 2028. The project benefits six Member States of the Organisation of Eastern Caribbean States: Antigua and Barbuda (ATG), Dominica (DMA), Grenada (GRD), Saint Kitts and Nevis (KNA), Saint Lucia (LCA), and Saint Vincent and the Grenadines (VCT). PAHO WHO is implementing the project in collaboration with the Food and Agriculture Organization of the United Nations (FAO) and the World Bank.

The project seeks to strengthen national and regional capacities for pandemic prevention, preparedness, and response through three interrelated result areas: laboratory systems; early warning and disease surveillance; and human resources for health. Together, these investments are intended to improve the detection, monitoring, and response to public health threats and support more resilient, integrated health systems across the Eastern Caribbean.

During the first year of implementation, participating countries advanced several priority activities. Achievements included deployment of automated antimicrobial resistance diagnostic platforms; completion of multi-hazard preparedness plans; biosafety assessments; regional critical care and infection prevention and control training; certification of health workers; and establishment of District Health Information Software 2 (DHIS2) surveillance systems supported by long-term technical arrangements.

The second and third years of implementation will focus on accelerating delivery and financial execution across a complex portfolio of procurement, technical assistance, and system-strengthening activities. Priorities include laboratory information systems, expansion of DHIS2 surveillance modules, health information system interoperability assessments, biosafety standard operating procedures, One Health coordination mechanisms, and human resources for health registries.

Given the scale, technical breadth, and multi-partner nature of the programme, PAHO WHO requires dedicated support for programme management, donor reporting, digital health coordination, procurement monitoring, budget analysis, and results tracking across the six countries.

Objective
The overall objective of this consultancy is to strengthen programme management, implementation monitoring, donor reporting, and digital health coordination capacity for the Pandemic Fund project across the six ECC countries. Specific objectives are to:

Scope of Services
Under the guidance of Dr. Prabhjot Singh, Advisor for Health Surveillance, Disease Prevention and Control, the consultant will perform the following functions:

• Provide structured programme management support, including maintenance of a consolidated activity and procurement tracking system across all six countries and three implementing entities.
• Support the drafting of mandatory Pandemic Fund reporting products, including quarterly progress reports and the Annual Progress Report due in June of each year.

• Track and document the implementation of digital health activities including DHIS2 module deployments, LIS decisions and procurement, HMIS interoperability roadmaps, and health data governance work across all ECC countries and territories.

• Support coordination with delivery partners (Open Solutions, Filoi Private Limited, University of Oslo, Caribbean Society for Biosafety and Biosecurity (CSBB), Caribbean Med Labs Foundation (CMLF), Global Laboratory and Epidemiology System Strengthening Network (GLESSN), OECS Secretariat, Ross University, Best dos Santos Lab and others) to track contractual milestones, consolidate outputs, and flag implementation risks.

• Support the technical advisor in identifying and addressing bottlenecks in budget execution, procurement timelines, and country-level absorption, drawing on results-based management principles.

DESCRIPTION OF DUTIES:

Terms of reference (ToRs).
