Organizational Context and Scope

Established in 1951, IOM is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners.

Papua New Guinea is highly exposed to a range of natural hazards including earthquakes, volcanic eruptions, tsunamis, floods, landslides, and droughts, which frequently result in displacement and humanitarian needs. In addition, Papua New Guinea continues to face complex mobility dynamics linked to climate change, public health emergencies, conflict-induced displacement, and mixed migration movements.

IOM Papua New Guinea supports the Government of Papua New Guinea and affected communities through emergency preparedness, humanitarian response, displacement management, recovery programming, and resilience-building initiatives. This includes supporting disaster risk reduction, Camp Coordination and Camp Management (CCCM), displacement tracking, humanitarian coordination, shelter, non-food item assistance, protection mainstreaming, and durable solutions approaches.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Manager (Emergency and Post-Crisis), the Programme Officer (Emergency Preparedness and Response) will contribute to technical and administrative coordination for the implementation, monitoring, and reporting of emergency preparedness, response, and recovery activities in Papua New Guinea. The Programme Officer (Emergency Preparedness and Response) will assist with programme delivery, information management, coordination, and reporting activities in support of IOM humanitarian programming.
